Founding an energy community

1. 1. Find supporters and generationAn energy community needs producers AND consumers: gather interested people in your neighbourhood or municipality — rooftops with PV potential (prosumers) are ideal.
2. 2. Choose your type: local REC, regional REC or CECLocal (same transformer, −57% grid energy price), regional (same substation, −28%) or citizen energy community (Austria-wide, no reduction). 3. 3. Check the proximity areaUse the participants' metering points to verify with the grid operator that everyone is within the chosen proximity area (local/regional).
4. 4. Choose a legal form (usually an association)Most ECs found an association: at least two people, statutes with an EC purpose (ElWOG/EAG), a board. A cooperative is the alternative for larger projects.
5. 5. Draft statutes and register the association (ZVR)Submit the statutes to the association authority; once cleared, the association receives its ZVR number. We provide templates and support.
6. 6. Ensure smart meters & data releasesAll participants need a smart meter with quarter-hour values enabled and must grant the data release in their grid operator's portal.
7. 7. Sign the contract with the grid operatorThe EC concludes a participation contract with the grid operator (market processes, metering point assignment, static/dynamic allocation key).
8. 8. Market participant registrationRegister the EC as a market participant (EDA connection or via a service provider) — enabling data exchange and settlement.
9. 9. Set internal rules & billingCommunity tariff, admission of new members, billing rhythm — clear rules from the start prevent disputes.
