Lower Austria and Burgenland insist on improvements to network fee rules

Lower Austria and Burgenland are demanding a fundamental revision of E-Control's draft System Usage Fees Framework Regulation. Both federal states emphasize that the expansion of battery storage is essential for a functioning grid infrastructure – however, the current draft creates additional hurdles and could delay investments.

The regulatory authority published the framework regulation at the end of June, and it is set to come into force at the beginning of 2027. Among other things, it regulates the conditions under which battery storage systems are exempt from network fees. In addition, a discount on network fees is planned for low-demand winter nights.

From the perspective of the two states, more storage capacity is urgently needed so that wind and solar power can be better aligned with the actual consumption of households and businesses. They are therefore calling for more practical rules, since in their assessment the current draft would achieve exactly the opposite and would tend to slow down rather than promote the necessary expansion of storage.
